DBRL is funded primarily through property tax income. State aid, interest income, grants, bequests and donations, and copier/printer income make up the rest of the system’s revenue. DBRL’s fiscal year runs January-December. Each library district sets its operating tax levy each year as outlined by law, and the collector for each respective library district. The maximum rate that can be levied was approved by the voters in each library district. In addition to its operating tax, the Columbia Library District, and thus only those that live within the 1965 city limits, pays an additional property tax for the construction of the Columbia Public Library on Broadway. (Columbia Library District residents are the only taxpayers paying for the construction of the Columbia Public Library.)
