It is the policy of Daniel Boone Regional Library ("DBRL") to, where practicable, encourage competitive Bidding for the supplying to DBRL of those goods, articles, products, Services and Professional Services which are required by DBRL. The personnel of DBRL will, therefore, follow the [DBRL] Procurement Procedures, in order to try to obtain the greatest practicable response from prospective Bidders, to formal or informal requests for Bids or price quotations, Requests for Proposals or Requests for Purchase or Requests for Qualifications, as hereinafter described. Furthermore, all purchases of goods, materials, products or services shall conform to the applicable Statutes of the State of Missouri, which are from time to time in effect; including, but not limited to, those dealing with conflicts of interest and prevailing wages.
